If you are getting a front whell drive alignment done by the shop arent they surposed to inspect the frontEnd?

Was wondering Wen I get a front end alignment is the shop surpose to inspect the front end ball joints tie rods etc and make sure anything isn't loose or about to go. Because I just received service from an auto repair shop in which they told me their not surpose to inspect anything. And I called several mechanics from fitrstone,Monroe etc and they told me they are surpose to inspect the front end..5 min after I got the work done tie rod on the passenger side and a whell alignment my car broke down the shop claimed it was a bolt that was missing in the spindle/ hubb barring and if wasn't there fault but I believe they was surpose to inspect it first.
