HELP with my playstation 3 (playstation store)?

Well my friend accidently deleted a game that i bought from playstation store. it is called socom confrontation, its size is 2715 Mb, so i went back to my playstation store account>view downloads and started the download again, BUT its sooo slow the bar has said 0% for about 20 minutes now and it says estimated time to ETA 2014 MINUTES and it drops and rises non stop, i thought it was my internet speed but its not because i can watch and download movies with no problems, but the ps3 is slow. Is anyone else experiancing this problem? is something wrong with playstation network at the moment?
