Playstation still down? June 30, 2011?

PSN went up a while ago, but I can't make a new account. I changed the password like they told me too, and I forgot it. I can't use password retrieval because you need a birthday and I used a fake one because I was stupid and little. I cant make a new account! It says it's under maintenance! :(
