1 bar on Black ops... Pissing me off!!!?

I play Call of Duty: Black Ops online on my PlayStation 3. I have 100% signal strength, but when i get into the match Everyone has full bars BUT ME!! I only get one bar. I can put a full clip or two into someone but then they have enough time to turn around, switch from there sniper to a freaking Python (pistol) and Kill me. Its completely killed my kill/death ratio. Anyone know how to fix it other than connecting the Ethernet cable to my system?
