Is it legal to sell cell phone blockers online? I know it isnt legal to use them, but to sell them?

I would like to know if it is legal to sell these online. What if I sell to other countries? Are they illegal to use? or illegal to sell in the us. THanks. Can I sell them to people in the US Online? Thats what I want to know.
